Is the dollar figure the full duty bill?

No. It is extra Section 338 only: unit cost × 50% × annual volume on listed rows. Ordinary HTSUS / T2026 rates are shown as text.

How a row is stamped

Listed — the 8-digit is on Annex II and origin is Canada (US inbound). Extra rate is 50%.
Clear — valid code, not on the annex. Ordinary schedule rate may still apply.
Probable — keyword only. Do not price from that stamp.
Pending — Canada inbound extra list is not published yet (expected 8 September 2026).
